Decision by the Council

  1. 1.       Decision on graduates from Ukraine & Russia who are not currently registered in Maldives Medical Council (for those applying as New Registrations)

1.1   Basic Medical Qualification (MD)

1.1.1          The applications for Basic Medical Qualification should submit the following documents

–          MD degree

–          Certified English translation of the MD degree (from any embassy, consulate or foreign mission of thecountry that issued the original certificate or from the relevant regulatory body of the country that issued the original certificate)

–          Documentary evidence of rotatory house job/internship of 52 weeks duration

–          Certificate of registration at the licensing authority of the country of origin of the applicant

–          Certificate of Good Standing (CGS) issued by the relevant licensing authority of the country where the doctor has been practicing for the last 01 year prior to application.

–          Proof of English language competency

Test results obtained from the International English Language Testing System (IELTS) testORthe Test of English as Foreign Language (TOEFL) within the minimum score stated here can be considered, subject to a validity period of 2 years based on the date of the test

  • IELTS – atleast 7 for overall score
  • TOEFL – 250 marks for computer-based test or 600 marks for paper-based test or 100 marks for internet-based test

1.1.2          The Maldivian graduates returning after the Basic Medical Qualification (BMQ) need to submit the Certificate of No Objection obtained from the Maldives Medical Council prior to their departure for studies (applicable to those who start their MD program after January 2014)

1.1.3          The Maldivian graduates returning after completion of studies need NOT submit the registration, Certificate of Good Standing and the English language competency certificates.

1.2   Additional Registration as Specialists

1.2.1          Those applying for additional registration are required to comply with all the requirements mentioned in the clause 1.1 above in addition to the clauses mentioned below.

1.2.2          The clinical residency program (Clinical Ordinatura) from Ukraine will be registrable as an additional registration in the specialist register of the Maldivian Medical Council

1.2.3          The specialist internship training (internatura) graduates from Ukraine need a work experience of 5 years after obtaining the internatura certificate AND proof of passing the revalidation/accreditation exam  to be registrable as an additional registration in the specialist register of the Maldivian Medical Council

1.2.4          The non-Ukrainian graduates obtaining their Clinical Ordinatura qualification from Ukraine need to submit a valid registration at the relevant licensing authority from the country of origin of the applicant

1.2.5          The Ukrainian graduates who qualify for registration as per clause 1.2.2 and 1.2.3 need to submit copy of their labour book and a certified English translation of it from the relevant government body of Ukraine

1.2.6          Clinical residency program (Clinical Ordinatura) from Russian federation of the duration of atleast 3 years will be registrable as an additional registration in the specialist register of the Maldivian Medical Council.

1.2.7          The non-Russian graduates obtaining their Clinical Ordinatura qualification from Russian Federation need to submit a valid registration at the relevant licensing authority from the country of origin of the applicant

1.2.8          The Maldivian students completing their Basic Medical Qualification (BMQ) from Russia and wishing to continue for their specialization studies without doing a 52 weeks internship will need to complete additional 4 years training after BMQ to be registrable as an additional registration in the specialist register of the Maldivian Medical Council

1.2.9          The Russian graduates with Basic Medical Qualification in Paediatrics and Internatura in paediatrics shall be registered in the specialist register of MMC as paediatricians

1.2.10      The PhD and post-doctoral qualifications from Ukraine and Russia are research based (non-clinical) qualifications and hence will NOT be considered as qualifications pertaining to additional registrations at the specialist register of Maldives Medical Council.

  1. 2.       Decision on other Eastern European countries (apart from Ukraine & Russia)

3.1          The previous decision taken by the council on its 22nd meeting on 18th September 2012 as follows will continue to be applied to other Eastern European countries other than Russia and Ukraine until the medical education system of those countries are reviewed and decision in that regard taken by this council:

– Temporarily stop issuing registration to graduates from other Eastern European countries

– Temporarily discourage Maldivians going to other Eastern European countries for Medical Education.
